please read these before you purchase China hosting
The China
government has announced that they wish to further enhance the
authenticity, accuracy of domain name registration
information.
ICP
Licensing Requirements
All websites hosted in China are required to register for an
internet content provider (ICP) license, this is also known as a
备案 (Bei An).
An ICP license or 备案 is basically a permit issued by the Chinese
Ministry of Industry and Information Technology to operate a
website in mainland China. All websites must clearly display the
备案 number on their homepage.
ICP licenses can be obtained directly at the Ministry of
Information website -http://www.miibeian.gov.cn (Chinese only).
The Ministry of Information Site is unfortunately only available
in Chinese.
Clients can register an ICP licence via our HaBangNet online forms
also. (English/ Chinese). As HaBangNet was a registered Service
Provider in China, with Datacenter license.
Very
Important - Domain Ownership must be able to verify by
CNNIC, if not, the domain can't be use for ICP filling.
Domain Name Registered via
a
USA or
Europe
Registrar (eg.
GoDaddy, NameCheap or ENOM) CANNOT be use for
ICP Filling, since ICP filling require Domain Ownership
verify, which can only issue from a
China
base Domain Registrar. Please contact our ICP Filling
staff to transfer-in your domain to a China base Domain Registrar
before the process for the ICP Filling.
Note
that Application for an ICP license requires a valid Chinese
business license.
Businesses can register multiple websites under a single license
number (or multiple numbers if new website licenses are required
at a later date).
Once the application is submitted to the MIIT, we will be asked by
them to confirm the information, and it is submitted to the
Applicant Province ICP
Bureau for approval.
It can take anything from a
couple of weeks or 1 month for the application to be review and
approved by the ICP Bureau. We recommend that if
registration is urgent, you avoid doing so around major Chinese
holidays (Spring Festival, National Day, etc), as submissions
typically take longer around those times.
And also some Province ICP Bureau in China, require your domain
must be filed with China Cyber Bureau first before you can hosted
the website, if not, your domain cannot be added to the Whitelist
system at the Datacenter. More information on China Cyber Bureau
can be locate at http://www.beian.gov.cn/portal/index (Currently
the site is only available in Chinese). Different Province in
China got different requirement, normally big city in China eg.
Beijing, Shanghai, Chong Qing and Guangdong, need more information
and requirement than others Province.
If an application is
rejected, reasons will be sent to the applicants email address
for further modifications and re-submission.
Typically applications are rejected due to incorrect
information being supplied, rather than other reasons. Do also
ensure your service hosting period is not less than 60 days
before due. As this can also be the case being rejected. We recommend customers, if you
intend to apply for ICP license, please go with at least 1
Year Hosting Service Contract (Prepayment Term 1 Year) on your
current service to avoid any rejection on your application due
to service period does not meet the requirement term by ICP.
To avoid any issues, we prefer to handle the application process
for our clients.
Clients will need to provide us
with the relevant application information in a timely manner so
that we can assist you with applying for the license.
As a
reminder, all websites are required to clearly display
the ICP license on their home page at all times.
We are required by the government to regularly check that all our
clients comply with this requirement.
If a license is not displayed on the website, or the license
number has some discrepancies, eg is an incorrect/invalid number,
your site is liable be turned off without prior warning, and will
display our ICP registration requirement page.
If your site has been disabled in this manner, you will need to
contact our support staff, and have us confirm that a valid
license number has been added to the site before we are allowed to
re-enable your website. We cannot make any exceptions to these
procedures, so please make sure that your site is fully compliant
with Chinese law to avoid unnecessary difficulty.
Do Note, your ICP can only be hosted within our own network, if
system detect your website was hosted elsewhere and not from our
network range of IP, your ICP will be immediately being void and
canceled without any notice. If you using something eg CloudFlare,
the system will canceled your ICP also.
To avoid application
being rejected, please ensure your current Active service with
us, service period must be more than 60 days before next due
Date, if not your application will directly being rejected with
no further notice. SO PLEASE
TAKE NOTE ON THIS REMINDER TO AVOID ANY MISUNDERSTANDING.
That's was one of the main reason why China Host only accept
YEARLY service contract period on hosting.
